Our Mission: Proud to support the Rockingham County Public Schools, REFI is a 501(c) 3, non-profit organization dedicated to raising funds and facilitating programs to enhance education for our students.
Our Motto: “Building People Through Education”
In 1994, a group of citizens came together with the belief that a good education is vital to the economic and social health of a community. They formed the educational foundation to enhance the quality of education in this community. REFI was incorporated on September 19, 1994.
REFI celebrates its 17th anniversary of serving education in Rockingham County Public Schools. The organization is governed by 25 volunteers who serve as the Board of Directors. There are five core programs: Innovative Idea Grants, Teacher Recognition, Early Literacy and Learning Support, Scholarships and the Teacher Supply Depot. These are what we do – the programs that make a difference in the schools. There are three operational areas: Budget and Investment, Annual Fund, and Special Events. These operational areas produce the financial means for how we do these programs.
REFI welcomes ideas, suggestions and contributions from individuals interested in our mutual goal of supporting students, staff and the learning efforts, environment and opportunities in Rockingham County Public Schools.

The REFI Office is located in the Rockingham County Schools Central Office Building, 100 Mount Clinton Pike, Harrisonburg, VA 22802. We are located on the second floor, in the instructional office immediately across from the elevator.
